It is my pleasure to welcome you to the official website of the National Unified Public Service Delivery Centre (HALMEEL), an important initiative of the Federal Government of Somalia aimed at transforming public service delivery and making government services more accessible, efficient and citizen-centred.

HALMEEL is built on a simple principle: accessing government services should be convenient, dignified and straightforward. By bringing services from multiple ministries, departments and agencies (MDAs) together under one roof, we aim to simplify the citizen experience, strengthen institutional coordination and promote a more responsive public administration.

Our vision is to become a trusted national model for integrated public service delivery. Our mission is to coordinate and facilitate access to government services through a unified service environment supported by professional personnel, appropriate technology, clear service standards and strong institutional collaboration.

Through our service delivery approach, participating MDAs remain responsible for delivering services within their respective legal mandates, while HALMEEL coordinates the shared service environment, facilitates the citizen journey and promotes service quality, efficiency and accountability. Our strategic priorities include institutional development, improved service standards, technological capacity, effective partnerships and continuous improvement informed by citizens’ feedback.

Integrity, transparency, impartiality and respect for every citizen are central to our work. We are committed to ethical conduct, the responsible protection of personal information and the prevention of bribery, favouritism, discrimination and abuse of office.
