What is HALMEEL?
HALMEEL is the National Unified Public Service Delivery Centre, under the Office of the Prime Minister. It was established by Cabinet Resolution No. SHGW.11.151.4.26 of 23 April 2026. Ministries keep their legal mandates. HALMEEL coordinates access.
What is this website?
This website is the Centre's public information channel. It publishes approved services, requirements, and how a request is tracked. Online submission opens when a service is onboarded and its Citizen Charter is issued. The Mogadishu flagship centre is the service location.
How do I find a service?
Type the service name, such as passport, tax, or identity. Then open the service page. It names the competent institution and states whether the service is open yet.
How do I apply?
When a service is open, come to a HALMEEL centre or start on this website. You identify once with your NIRA ID. The responsible institution processes the request. HALMEEL tracks it.
How do I track my application?
When services are open, the reference is followed on Track application. HAL-2026-000123 is an example of the status view. It is not a live application.
